Roger Godwin has dedicated 14 years to municipal leadership in the City of Warr Acres, serving in various capacities including planning commissioner, council member, vice mayor, and strong mayor, where he acted as both CEO and mayor of the city. Victor is a passionate business leader focused in Indian Country. He passionately pursues excellence, adventure and authenticity in life. He holds a Master’s of Business Administrating and Finance from Oklahoma Christian University and a Master’s of Healthcare Administration and Accounting from Trinity University in San Antonio, TX. With his financial acumen, he has taken a leadership role in supporting the advancement and promotion of the economic impact that Tribal Nations have throughout Oklahoma. He is the President and Founder of the Oklahoma Tribal Finance Consortium. He is also a Principal for REDW, LLC and runs the Oklahoma regional office. REDW, LLC is the nation’s largest accounting firm serving Indian Country. He has successfully completed and rolled out the Oklahoma Native Economic Impact Study (www.oknativeimpact.com). Prior to his current roles, Victor has served in many tribal government and enterprise leadership positions as well as senior leadership positions in private sector healthcare organizations. Victor is a major advocate for financial literacy and education. Along with being an adjunct professor for Southern Nazarene University, he was also instrumental in creating the OSU Tribal Finance and Accounting program. He serves as a regular speaker at many economic roundtable summits and public education opportunities. His emphasis has been to educate Oklahomans and Oklahoma businesses on the value, partnerships and support Tribal Nations consistently and traditionally provide to Oklahoma communities throughout the state. He also routinely hosts the Celebrating Tribal Communities event which brings together Oklahoma state legislature, state community leaders, state business leaders
and tribal leaders to recognize and applaud the collaborative efforts of Tribal Nations with Oklahoma communities and Oklahoma businesses. Additional to his Tribal Government efforts, Victor also serves the greater Oklahoma City community on multiple Chambers of Commerce including OKC Chamber,
Greater OKC Asian Chamber, American Indian Chamber – OKC, Hispanic Chamber – OKC, Moore Chamber, Edmond Chamber and NWOKC Chamber. His philanthropy efforts include education efforts at various universities, financial literacy efforts, serving on multiple community boards (e.g. United Way of Central OK, Oklahoma Israeli Exchange, various Chambers of Commerce, etc.), and supporting numerous non-profit organizations. Victor is a servant leader that is enthusiastic about serving his community and the state of Oklahoma. Rep. Tammy West is serving as the Majority Leader in her fourth term and previously served as
Majority Whip in the Oklahoma House of Representatives, appointed by House Speaker Charles McCall because of her strong leadership abilities and exceptional communication skills. This is after being elected by her peers to serve as the Caucus vice chair her first year in office, and later as Caucus chair.
West is a strong supporter of local control of schools. She was elected to the Putnam City School Board of Education in 2009 and reelected in 2014, both times unopposed. She served as president of the Board in 2013. In addition, she was honored with the Distinguished Service Award from the State Regents for Higher Education during the 2017 legislative session.
West is an accomplished community and business leader. She completed the Southern Leadership Conference’s Center for the Advancement of Leadership Skills program, the premier professional development program for elected and appointed Southern state officials, in 2017. She received the 2018 Rising Star Award by the State Chamber of Oklahoma for her role as a legislative leader in the business community. She was awarded the AARP Legislative Leadership Award and named the Legislator of the Year by the Oklahoma Association of Realtors® in 2019.West received the Bill
Lowry Library Champion Award in 2023 and the AARP Oklahoma 2024 Champion for Family
Caregivers Award. She was one of 11 select legislators chosen within the Southern region to attend the Center for the Advancement of Leadership Skills (CALS), and she was appointed to the Southern Leadership Conference Education Committee.
Nominated by the Speaker of the House, West attended the 16th annual State Legislative Leaders
Foundation (SLLF) conference at the prestigious Darden School of Business. In addition, the Speaker also appointed her as a GOPAC member. West currently serves on the Board of Directors for RISE, Re-entry Investment in Student Education and is a Prison Fellowship member. She has been effective in enacting legislation that provides for a
victim-centered, restorative justice deferred prosecution program, while still promoting public safety and protecting victims. In 2021, West received the “Bulldog Award” from the District Attorney’s Council for her “fight to improve criminal justice” in Oklahoma. West has lived in the state house district she represents for 40 years.
A graduate of Central State University (now UCO) with a degree in business management, she owned and operated a successful small business, Wellness Plus, for more than 20 years. Tammy and her husband, Jon, are active members of Council Road Baptist Church and have three grown children and three grandchildren.

After graduating from Chickasha High School and Southwestern Oklahoma State University in Weatherford, Cowan worked in the Hotel Industry in Okc, Charleston, South Carolina and Palm Springs, California. He returned to Oklahoma in 1992 to open up the first Brewery/Brewpub in the state in the downtown entertainment district of Bricktown. During his time operating the Bricktown Brewery, Cowan was active in the Bricktown Association serving three different times as President. After selling his business in 2007, he became the Executive Director of the Bricktown Association.

During his time with the Bricktown Association, Cowan was recognized for tackling the tough challenges the district faced in terms of parking, crime, public relations and funding. When he left his position in Bricktown in 2010, the district was lauded as the top entertainment district in the state of Oklahoma and was experiencing unprecedented success for economic development.

From 2010 through 2019, Cowan worked as a Consultant, first for Box Ventures, then later for himself with Jim Cowan & Associates. His primary focus was with small business specializing in sales, marketing and branding. He worked with dozens of clients all over Oklahoma.

Cowan returned to his hometown of Chickasha at the beginning of 2020 in the position of Economic Development Director. His goal is to utilize his decades of business experience to help revitalize the town he grew up in. At the beginning of 2022, Cowan began to also serve as the President of the Chickasha Chamber of Commerce. In his combined roles, he also oversees the Festival of Light and all other tourism initiatives for Chickasha including the Oklahoma Food Truck Championship. He is also a board member of the Chickasha Community Foundation which owns and oversees the Chickasha Leg Lamp in Downtown Chickasha.

He and his wife are enjoying the benefits of living back in a small town that is only a 30 minute drive from all the amenities of Oklahoma City. Cowan is passionate about promoting his hometown as well as the entire state of Oklahoma.

Larry Stein

Oklahoma County Assessor

Larry Stein was re-elected Oklahoma County Assessor on November 8, 2022 after
serving as the Chief Deputy for former Assessor’s Mike Means and Leonard Sullivan. Born in
London England to an Air Force family Larry attended nearly a dozen different public schools
before his parents retired in Midwest City and he graduated from Midwest City High School.
Larry helps manage the Oklahoma County Assessor’s Office budget of more than $8
million and 78 employees.  His duties include working on all aspects of the assessor’s office
including being involved with helping balance and oversee the entire county budget of more than
$100 million. In addition, Larry works with county and state elected officials on property
assessment issues, property tax reforms and helping the public understand the complicated ad
valorem system–the essential funding source for public schools, technology centers and state
colleges. Larry also provides communications and messaging training seminars for businesses,
government organizations and he has authored numerous articles published in local and
international publications.
The Oklahoma County Assessor’s Office is the largest jurisdiction in Oklahoma
assessing more than 335,000 parcels of property worth more than $80 Billion. Oklahoma
County represents more than 22 percent of the ENTIRE State of Oklahoma’s assessed value in
the 720 square miles that make up the county.
Before government service, Larry operated his own small business where he worked on
reducing the size and scope of government and implementing less-expensive private sector
alternatives. His media experience included being an award winning multi-media journalist and
covering everything from the courthouse to the White House. His accomplishments include
earning the National Press Club Award for Consumer Journalism and several local
professional journalism and national awards for his writing, reporting and photography.
Larry earned an Associate of Arts degree in Journalism from Rose State College and an
B.A. in Journalism from the University of Oklahoma where he earned a Sports Letter in
Competitive Fencing. Larry is a member of Oklahoma City Rotary Club 29; member of the
South Oklahoma City Chamber of Commerce; the Communications Director for The Bradley
Breakfast made up of statewide and community leaders; and a founding member of Mild Hogs
Motorcycle Club. His interest in motorcycles, travel, tourism and economic development are
combined in an effort to organize an annual Motor Rally to celebrate the birthday of the
MOTHER ROAD called “Route 66 -The Mother Road Rally ‘Thunder on the Great Plains’ ”.
Larry enjoys working on anything mechanical.
A former assistant Chef, Larry enjoys all sorts of cooking. Larry is active in numerous
charitable and civic organizations to help the poor and support business growth. He has three
adult children, four grandchildren and is studying to earn his real estate license.

Derick Brock and his wife, Dr. Antonia Brock, are the passionate owners of Mad Science of Central Oklahoma, where they blend their diverse expertise and commitment to education to make a meaningful impact on communities across the state.

Derick’s journey into childhood recreation began early, growing up in a family involved in children’s ministries and summer camps. By age 13, he was already working in these environments, later earning a degree in childhood recreation. His career led him to the US Air Force, where he spent a decade focusing on morale and welfare for troops in Western Europe and the Middle East during and after Desert Storm.

Dr. Antonia Brock, also known as Tonette, holds a Doctorate in Crop Science from Reading University in the UK. The couple spent eight years working in Southern Africa with organizations like Food for the Hungry, World Vision, and the UN’s World Food Program. Their focus was on promoting sustainable agriculture and food security in Mozambique, Zimbabwe, and other regions, improving life skills and livelihoods.

For more than 18 years, Derick and Tonette have channeled their passion into Mad Science of Central Oklahoma. They deliver science programs designed to make learning fun and engaging for children across schools, libraries, parks, recreation departments, and tribal nations in Oklahoma. As hands-on owners, they are involved in all aspects of the business, from program creation to staff training and public presentations, both in person and through video.

After the pandemic, they expanded their reach with weekly science segments on FOX 25’s “Living Oklahoma” and launched the YouTube channel “Dogs of Science.” They also share bi-monthly science segments on Channel 9’s Coca-Cola Porch.

Early Life:
Born in Dover, New Jersey, Steven’s early life was marked by financial struggles and personal hardships.
